Subject:   request for a partial extension of the filing of the Canadian Association of Broadcasters report on closed captioning

Dear Mr. Smith:

The Commission is in receipt of a request for a partial extension to the filing of the Canadian Association of Broadcasters (CAB) report on closed captioning standards.   The Commission is concerned by the late nature of this request, particularly in light of the relevance of this report to the public consultation on accessibility issues presently being conducted.   However, given the significance of this report, and the desirability of ensuring its thoroughness, the Commission approves your 17 November 2008 request for an extension to file the Report on the Validation Exercise related to the Codes on Closed Captioning.

As per the commitments set out in your request, the Commission expects the CAB to file a report detailing the recommendations of the English-language and French-language working groups on standards and solutions to closed captioning issues by 30 November and the report on the results on the validation exercises related to testing of the standards by 15 December.  

Both of these reports will be placed on the public file of the proceeding announced in Broadcasting Notice of Public Hearing 2008-8 and Telecom Public Notice CRTC 2008-8.   All parties will be given the opportunity to comment on the contents of the reports in their final reply comments of 12 January 2009 .

The Commission expects the CAB to file a final report of the standards and solutions to closed captioning issues by 3 February 2009 that takes into consideration the comments provided in parties' final reply comments. This submission should provide justification with respect to any comments made by parties that are not incorporated into the final report.
