Call for comments on proposed amendments to the benefits policy set out in Building on Success: A Policy Framework for Canadian Television

 

Extension of deadline for comments

1. In Call for comments on proposed amendments to the benefits policy set out in Building on Success: A Policy Framework for Canadian Television, Broadcasting Public Notice CRTC 2008-62, 14 July 2008 (Public Notice 2008-62), the Commission called for comments on a proposal to amend the benefits policy set out in Building on Success: A Policy Framework for Canadian Television, Public Notice CRTC 1999-97, 11 June 1999, so that a percentage of future television benefits would be directed to the Canadian Television Fund (CTF).

The Commission received a letter from the Canadian Broadcasting Corporation (the CBC) on 15 August 2008 requesting that the Commission defer the process initiated by Public Notice 2008-62 until after the Department of Canadian Heritage has determined the future structure of the CTF and the Commission has completed its review of new media, a process launched in Call for comments on the scope of a future proceeding on Canadian broadcasting in new media, Broadcasting Public Notice CRTC 2008-44, 15 May 2008.

The Commission also received letters in support of the CBC's request from the Alliance of Canadian Cinema, Television and Radio Artists, l'Alliance des techniciens de l'image et du son, l'Association des producteurs de films et de télévision du Québec, the Canadian Conference of the Arts, the Canadian Film and Television Production Association, the Directors Guild of Canada, the Documentary Organization of Canada, Quebecor Media Inc., la Société des auteurs de radio, télévision et cinéma, l'Union des artistes, and the Writers Guild of Canada.

The Commission considers that it would be appropriate to defer its call for comments on its proposal to amend the benefits policy until after the Government has responded to the Commission's Report to the Minister of Canadian Heritage on the Canadian Television Fund (the CTF Report), which it submitted 5 June 2008.

Accordingly, the new deadline for the receipt of comments in response to Public Notice 2008-62 is two weeks after the Government makes its official response to the Commission's CTF Report.
