New FM radio station in Edmonton, Alberta – Technical change

1. The Commission approves the application by Rawlco Radio Ltd. to amend the antenna's radiation pattern of the new radio programming undertaking authorized in Licensing of new radio stations to serve Edmonton, Alberta, Broadcasting Decision CRTC 2008-288, 17 October 2008, in order to shift the station's authorized contours slightly to the southeast of Edmonton. There were no interventions to this application. The implementation is subject to the notification by the Department of Industry (the Department) discussed in paragraph 4 below.
2. The applicant submitted that the proposed change will enable the station to provide better coverage to the southern parts of Edmonton. The station's technical parameters will remain the same.
3. According to the applicant, the proposed change will have a limited impact on the estimated population to be served by the station's signal. Based on its analysis, the Commission considers that this change will result in a decrease in the population served within the station's 3 mV/m contour from 998,500 to 983,663 with a corresponding increase in the population served within its 0.5 mV/m contour from 1,069,000 to 1,070,681.

4. The Commission reminds the applicant that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the applicant will not be able to implement the amendment to the antenna's radiation pattern approved in this decision.
