  Application by CTV Limited (CTV) and 1640576 Ontario Inc. (1640576), partners in a general partnership carrying on business as Pulse 24 Partnership, to amend the broadcasting licence for the regional (Ontario), English-language analog specialty television service known as CP24.
  The licensee proposes to amend its condition of licence 1(b) by adding category 11 (general entertainment and human interest) to the list of categories from which it may draw its programming.
  The licensee states that this amendment is pursuant to Regulatory frameworks for broadcasting distribution undertaking and discretionary programming services – Regulatory Policy, Broadcasting Public Notice CRTC 2008-100, 30 October 2008.
  The licensee states that the addition of category 11 would allow CP24 to build on the entertainment news programming that the service already airs from programming category 1 (news).
  In Broadcasting Notice of Consultation 2009-461, the Commission announced the receipt of an application (2009-0922-8) by CTVglobemedia Inc, on behalf of its wholly-owned subsidiary CTV for authority to acquire, as part of a corporate reorganization, the assets of CP24, which is currently held under a partnership consisting of CTV and 1640576, partners in a general partnership carrying on business as Pulse 24 Partnership. Upon closing of the transaction, CTV would become the sole licensee of CP24.

In the event the licence amendment described above is approved by the Commission, the proposed licensee for the acquisition of assets application (CTV) would be subject to the conditions of licence as amended.

  The intervention must be received by the Commission and by the applicant on or before the above-mentioned date. The Commission cannot be held responsible for postal delays and will not notify a party whose intervention is received after the deadline date. The intervention will not be considered by the Commission and will not be part of the public file.
  Interventions will be considered by the Commission and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

  A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.
  The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.
  Parties must ensure, before initiating service through electronic mode, that they will be able to satisfy the Commission, upon request, that service of the notification was completed.
  Where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.
  Each paragraph of the document should be numbered.
  Interventions should clearly identify the application referred to and indicate whether parties support or oppose the application, or, if they propose changes to it, include the facts and grounds for their proposal.
