Re:   Associated with Bell Aliant Tariff Notice 242 and Bell Canada TN 7181

 

In TN 242 and TN 7181 dated 13 March 2009, Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) and Bell Canada (the Companies) proposed changes to their Gateway Access Services ( GAS ) in Ontario and Quebec.

The Companies proposed to introduce two new speed options for GAS :   (1) for GAS -Residence, an option with speeds of up to 2 Mbps downstream and up to 800 Kbps upstream, and (2) for GAS –Business, a speed option up to 1 Mbps downstream and up to 640 Kbps upstream.

In addition, with respect to their GAS -Residence service, for each speed option the Companies proposed to introduce a usage-based rate structure, an uncorrelated usage charge, and an excessive usage charge. They further proposed that the excessive usage charge would take effect if and when such a charge is implemented for retail Internet service.

 

The Companies did not submit cost studies in support of their applications. To dispose of these applications, Bell Aliant and Bell Canada are each requested to submit by 10 July 2009 :   (a) a cost study for each GAS -Residence speed option that includes the proposed usage-based rate structure, the proposed uncorrelated usage charge and, if applicable, the excessive usage charge; and (b) a cost study for the new speed option proposed for GAS -Business.

 

Bell Aliant and Bell Canada are each requested to serve a copy of its cost studies on parties identified in the attached Distribution List.  

Documents are to be received, not merely sent, by 10 July 2009.
