RE: Bell Aliant Tariff Notice 242 and Bell Canada Tariff Notice 7181 – Extension for Comments and Reply Comments

Dear Madams and Sirs:

Commission staff notes that certain interveners took the position in their 17 November 2009 comments on the above-referenced tariff applications that they were not allowed to comment on the appropriateness of usage-based billing (UBB), but were restricted in their comments to Bell Aliant Regional Communications, Limited Partnership’s and Bell Canada’s (Bell companies) economic evaluation report of 16 July 2009 and responses to interrogatories.

However, Commission staff notes that the Commission stated at paragraph 17 of Telecom Decision 2009-658 that parties may comment on all aspects of the above-referenced tariff applications.

In order to ensure that interveners have the fullest opportunity possible to provide comments on the issue of whether UBB is appropriate, interveners may file comments or supplementary comments, as the case may be, on this matter, serving a copy on other parties, by Tuesday, 1st December 2009. As a result, the filing date for the reply comments of the Bell companies is extended to Tuesday, 8 December 2009.

The above material must be received, not merely sent, by the above dates.

Yours sincerely,
