Logging procedure to claim the additional time credit of 25% relating to the dubbing of Canadian programs

Introduction

1.      In Revision of the definition of a Canadian program to include Canadian programs that have been dubbed in Canada and outside Canada, Broadcasting Regulatory Policy CRTC 2010-905, 3 December 2010, the Commission revised the definition of a Canadian program such that, going forward, Canadian programs dubbed in Canada and outside Canada will be considered as part of the certification process.

2.      Specifically, the Commission determined that it will award a Canadian program dubbed in Canada an additional time credit of 25% for a period of two years from the date of the first broadcast. After this period, the dubbed version of the program will receive a time credit equal to the time credit of the original version. The Commission also determined that it will award a Canadian program dubbed outside Canada a time credit equal to the time credit of the original version.

New logging procedure

3.      In order to implement the above-noted policy, a new logging procedure is required. This new procedure will not involve a change in the monthly program log in the Dubbing Credit (D/C) field. Instead, licensees will be required every six months to provide a list of the programs broadcast that are eligible for the additional time credit. Further, licensees will be required to provide the following information for each program included in the list:

• title

• broadcast date

• start time

• end time

• duration

• production number

• key figures

• closed captioning

4.      The following provides an example of the information required for a single airing of a program:
