CBU Vancouver – New transmitter at Pemberton

1.      The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for the English-language AM radio programming undertaking CBU Vancouver in order to operate an FM transmitter at Pemberton to replace its existing low-power AM transmitter CBXK. The Commission did not receive any interventions in connection with this application.

2.      The new transmitter will operate at 91.5 MHz (channel 218A) with an average effective radiated power of 262 watts (non-directional antenna with an effective height of antenna above average terrain of -801.8 metres).

3.      The licensee indicated that the transition to FM is necessary because a mixed-use building was recently constructed near its AM station and the current tower owner intends to erect a self-supporting cellular tower nearby that would further decrease the signal’s quality. The CBC also indicated that it wishes to relinquish its authority for CBXK once the FM transmitter is approved and implemented.

4.      Pursuant to sections 9(1)(e) and 24(2) of the Broadcasting Act (the Act) and consistent with the CBC’s request, the Commission will amend the licence for CBU by deleting the AM transmitter CBXK upon notification that the FM transmitter at Pemberton has commenced operations.

Condition prior to the implementation of the transmitter

5.      The Department of Industry (the Department) has advised the Commission that while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

6.      The Commission reminds the licensee that pursuant to section 22(1) of the Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

7.      The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 24 January 2014. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
