Call for comments on a revised licensing framework for pay-per-view services

  1. In Broadcasting Notice of Consultation 2012-81-1, the Commission noted that it had received a letter from the Canadian Media Production Association (CMPA) requesting that the Commission extend the deadline for filing comments in the proceeding initiated by Broadcasting Notice of Consultation 2012-81 until after it releases its decisions regarding the licence renewal applications for a number of video-on-demand (VOD) services. The CMPA indicated that some of the licensees requested relief from the licensing framework for VOD services in their licence renewal applications, but noted that the Commission stated in Broadcasting Notice of Consultation 2012-81 its intention to use the revised VOD licensing framework as a baseline with which to update the pay-per-view (PPV) licensing framework. An extension to the current deadlines for the submission of comments and replies would give interested persons an opportunity to review those decisions before submitting their comments as part of the proceeding initiated by that notice of consultation.
  2. In light of the relevance of the decisions regarding the licence renewal of VOD services to the revised PPV licensing framework, the Commission considers it appropriate to extend the deadlines in this proceeding to allow interested persons to review these decisions before filing their comments. Accordingly, interested persons may now file comments by no later than 30 May 2012 and replies by no later than 11 June 2012.
