Subject: Broadcasting Participation Fund/ Broadcasting Accessibility Fund

Broadcasting Participation Fund (BPF)
This will refer to the application from BCE Inc. (BCE) and the Public Interest Advocacy Centre (PIAC), requesting amendments to Broadcasting Regulatory Policy CRTC 2012-181, entitled Broadcasting Participation Fund, filed with the Commission on 17 April 2012. In accordance with procedures, the Commission is treating this as a Part I application and accordingly posted it on 2 May 2012 on the CRTC website, with a closing date of 1 June 2012. Staff notes that BCE and PIAC filed additional information with regard to the Remuneration of Directors in this application, including the notation that a “moderate level of director remuneration would still amount to only a fraction of 1% of the BPF capital annually.”

Broadcasting Accessibility Fund (BAF)
It is to be noted that the Commission has conducted a public process (Broadcasting Notice of Consultation 2011-523) regarding the BAF, and the deadline for interventions expired on 7 November 2011. The Commission has not yet published a decision resulting from this process. Considering the similarities in governance structure between the BPF and the BAF, if BCE wishes to add information at this point in time regarding the Remuneration of Directors for the BAF, it may do so by 5 June 2012. Parties will then have until 12 June 2012 to comment, and BCE, until 15 June 2012 to reply.
