Re:  Retail Quality of Service Indicators  - Adverse Event Exclusion Application - Pursuant to Telecom Regulatory Policy CRTC 2009-304 and in Accordance with Telecom CRTC Decision 2007-102

Mr. Wagner:

This letter is further to Saskatchewan Telecommunications’ (SaskTel) adverse event exclusion application related to retail quality of service indicators “2.1B Out of Service – Rural” and “2.2B Repair Appointments – Rural” (8660-S22-201112789).

Based on the record of this application, the Commission finds that the flooding referenced in the application represented an event beyond the reasonable control of SaskTel, consistent with the criteria detailed in Telecom CRTC Decision 2007-102.

Accordingly, the May 2011 “2.1B Out of Service – Rural” and the July 2011“2.2B Repair Appointments – Rural” indicators will not be taken into account by the Commission when assessing SaskTel’s performance with respect to its retail Quality of Service reports.
