Dear Mr. Géracitano,

Subject: Licence renewal and mandatory distribution applications for All Points Bulletin (2012-0689-7) and Avis de Recherche (2012-1051-7)

Paragraph 14 of Broadcasting Regulatory Policy CRTC 2010-629, Criteria for assessing applications for mandatory distribution on the digital basic service, 27 August 2010 (Regulatory Policy 2010-629) states that:

“ [...] the Commission has determined that existing services that have been granted mandatory distribution on the basic service pursuant to distribution orders issued under section 9(1)(h) of the Act will be required to justify such continued carriage status with reference to the new criteria as part of their licence renewal.”

In the document received on 30 May 2012 entitled Application for Mandatory Distribution of All Points Bulletin, the applicant addressed the criteria set out in Regulatory Policy 2010-629. However, the document was not explicit as to whether this information applied to Avis de Recherche as well. Since All Points Bulletin is the English version of Avis de Recherche, please confirm that the justification for mandatory carriage set out in your 30 May 2012 document also applies to Avis de Recherche.

If not, please clarify the justification for Avis de Recherche’s continued mandatory carriage on the digital basic service using the criteria set out in Regulatory Policy 2010-629.
