RE: MTS Allstream Inc. Part 1 Application with respect to extending the wholesale regulatory framework to affiliates of large incumbent local exchange carriers
Dear Ms. Griffin- Muir:
The Commission is in receipt of a Part 1 application from MTS Allstream Inc.(Allstream), dated 6 September 2013, requesting that the Commission extend certain aspects of the wholesale regulatory framework for large ILECs to the operations of Telus Québec, and to various incumbent local exchange service providers controlled by Bell Canada and Bell Aliant Regional Communications, Limited Partnership, namely Télébec, Limited Partnership, Northern Telephone, Northwestel, Kenora Municipal Telephone System, and Dryden Municipal Telephone System.
In light of the forthcoming wholesale services review proceeding, Commission staff considers that the process related to the Allstream application should be suspended until further notice. Parties are therefore requested not to file comments on the Allstream application at this time.
