SUBJECT: Call for comments – Proceeding to consider whether the Commission should withhold subsidy payments to the Quebec small ILECs that have not yet implemented local competition

Dear Sir:

In a letter dated 6 November 2013, the Association des Compagnies de Téléphone du Québec (ACTQ) asked the Commission to update the process resulting from Telecom Notice of Consultation 2012-623.[1]

In paragraph 3 of its letter, the ACTQ stated that “the implementation of local competition has been completed as of 13 December 2012 for CoopTel, 23 April 2013 for Sogetel inc. (Lac Etchemin), 24 April 2013 for Sogetel (Nicolet), and 19 June 2013 for Sogetel (Saint-Liboire). With respect to implementation by Téléphone Milot, the work that the carrier is responsible for has been completed as of mid-May 2013. However, Cogeco has yet to reply to Téléphone Milot with respect to Téléphone Milot’s proposal to lease DS-1 circuits. Regarding Groupe Maskatel LP (Téléphone Guèvremont inc.), interconnection has been available since early March 2013 for the Notre-Dame-du-Bon-Conseil sector and since mid-March 2013 for the Sainte-Rosalie sector.”

In light of the foregoing, Commission staff asks Cogeco Cable Inc. (Cogeco) to confirm by
6 December 2013 that the work required by the relevant small ILECs to enable Cogeco to compete in their territories has been completed.
