1. The Commission renews the broadcasting licences for the English-language commercial radio programming undertakings set out below from 1 September 2014 to 31 August 2021. The Commission did not receive any interventions regarding these applications.

2. The licensee shall adhere to the conditions of licence set out in Broadcasting Regulatory Policy 2009-62, as amended from time to time.

3. In addition, CKKO-FM shall adhere to the conditions of licence set out in Broadcasting Decision 2012-108, as well as the following condition of licence:

In order to fulfill its original commitment to Canadian content development (CCD) set out in CKKO-FM Kelowna – Acquisition of assets, Broadcasting Decision CRTC 2012-108, 20 February 2012, CKKO-FM shall, in addition to any contributions required under section 15 of the Radio Regulations, 1986, as amended from time to time, contribute the following amounts to CCD:

As noted in Broadcasting Decision 2010-865, CFCW-FM, CJXK-FM and CKWY-FM were found in non-compliance in their previous licence terms with their conditions of licence relating to Canadian content development. The Commission notes that these stations have been found in compliance with their regulatory requirements over the current licence term.

5. Further, as noted in Broadcasting Decision 2010-889, CIRK-FM was found in non-compliance with section 15 of the Radio Regulations, 1986 relating to contributions to CCD. The Commission notes that this station has been found in compliance with its regulatory requirements over the current licence term.

6. In light of these stations’ compliance, the Commission finds it appropriate to renew their broadcasting licences for a full seven-year term.

Reminders

7. Pursuant to section 22 of the Broadcasting Act, the broadcasting licences renewed in this decision will cease to have any force or effect if the broadcasting certificates issued by the Department of Industry lapse.

8. The Commission further reminds the licensee that it must fulfill all of its remaining tangible benefit commitments under the terms set out in Broadcasting Decision 2012-108 regarding its acquisition of the assets of CKKO-FM.

Employment equity

9. Because this licensee is subject to the Employment Equity Act and files reports concerning employment equity with the Department of Employment and Social Development, its employment equity practices are not examined by the Commission.
