Re: DiversityCanada Foundation’s application for costs regarding its participation in the proceeding pursuant to Bragg Communications Inc.’s application 8665-E17-201312389

Dear Ms. Sankar:

The Commission received an application dated 9 November 2013 for costs pursuant to the above matter from DiversityCanada Foundation (DiversityCanada). In the application, DiversityCanada claims outside consultant fees, as opposed to in-house fees, related to services performed by Raknas Inc. (Raknas). The Commission also received an intervention from TELUS Communications Inc. and a reply from DiversityCanada regarding this application for costs.

Commission staff is currently reviewing the file and requires more information to assess the application. Please explain the relationship between DiversityCanada and Raknas, and provide the name(s) of the consultant(s) who provided their services regarding the above matter. Also, please explain why the fees should be calculated at the rates for an outside consultant instead of an in-house consultant. Based on publicly available information, such as corporate and domain registration, there appears to be a connection between the two entities.

Please provide this information on or before 31 January 2014.
