1. With respect to investment in your company’s wireless network, provide the following:
a. For each of the years 2009 to 2013, a breakdown of the total capital expenditures attributed to your wireless network, including for example cell sites, backhaul, and switching.
b. For each of the next five years (i.e. 2014 to 2018), a breakdown of the total capital expenditures forecast for your wireless network, including for example cell sites, backhaul, and switching.

2. With respect to your company’s wireless network coverage, provide the following:
a. The percentage of population broken down by province / territory, as well as a list of communities, covered by Long Term Evolution (LTE) at the end of 2013 and projections for each of the next five years (i.e. 2014 to 2018).
b. The percentage of population broken down by province / territory, covered by all other technologies (e.g. GSM, CDMA, UMTS, GPRS, EDGE, HSPA, HSPA+) at the end of 2013 and projections for each of the next five years (i.e. 2014 to 2018).

3. With respect to tower and site[1] sharing, for each of the years 2009 to 2013 (year-end) as well as forecasts for each of the years 2014 and 2015 (including all assumptions), provide the following, broken down by province / territory:
a. The number of towers and sites owned by your company in operation.
b. The number of towers and sites owned by your company and shared with at least one other wireless carrier. Identify the other wireless carrier(s).
c. The number of towers and sites used by your company through sharing arrangements with other wireless carriers. Identify the wireless carrier(s).
d. The number of towers and sites used by your company and owned by non-wireless carriers.

4. Provide the ratio of tower and site sharing requests made by your company to arrangements fully completed for each of the past 5 years (2009 to 2013).

5. Provide the shortest and longest times that you have required to complete a) roaming arrangements and b) tower and site sharing arrangements for each of the past 5 years (2009 to 2013). Describe the factors or circumstances that would explain the variations in times to complete such arrangements.

6. Provide the rate-ranges in your current tower and site sharing arrangements. Describe the factors or circumstances that would explain the variations in rates for such arrangements.

7. With respect to spectrum sharing, provide the following:
a. A detailed explanation of how your company uses spectrum sharing to provide wireless telecommunications services, including the regions or cities where this takes place.
b. A copy of each spectrum sharing or similar agreement between your company and other wireless carriers.
c. A copy of each subordinate licence for spectrum granted to your company by Industry Canada.

8. With respect to network sharing, provide the following:
a. A description of any Radio Access Network (RAN) sharing in your network, including the regions or cities where this sharing takes place.
b. A description of any core network sharing in your network.
c. A description of any other network elements that are shared.
d. A copy of each network sharing agreement, and any associated accessory agreements (e.g. roaming, tower sharing, and/or backhaul) between your company and other carriers.

9. With respect to Mobile Virtual Network Operators (MVNOs) and Mobile Virtual Network Enablers (MVNEs), provide the following:
a. A list of the MVNOs and MVNEs that are using your network to provide mobile wireless services to their customers and identify the network technology used by each MVNO and MVNE.
b. A copy of each agreement between your company and MVNOs and MVNEs that use your network.

10. For each of the years 2009 to 2013 as well as forecasts for each of the years 2014 and 2015 (including all assumptions), provide your company’s total wireless operating revenues and total wireless operating expenses, broken out by major category.

11. For each of the years 2009 to 2013 as well as forecasts for each of the years 2014 and 2015 (including all assumptions), provide your company’s total wholesale wireless revenues, broken down as follows:[2]
a. roaming service provided to Canadian wireless carriers, broken out for each Canadian carrier and separately for voice, data, and text messaging.
b. tower and site sharing arrangements with Canadian wireless carriers.
c. arrangements to provide service to i) Canadian MVNOs and/or ii) Canadian MVNEs.
d. any other wholesale service(s) provided to other Canadian wireless carriers. Specify the service(s) provided.

12. For each of the years 2009 to 2013 as well as forecasts for each of the years 2014 and 2015 (including all assumptions), provide your company’s total wholesale wireless expenses, broken down as follows:
a. roaming service for your customers using other Canadian carriers’ networks, broken out for each Canadian carrier and separately for voice, data, and text messaging.
b. tower and site sharing agreements with Canadian wireless carriers.
c. any other wholesale service(s) provided by Canadian wireless carriers. Specify the service(s) provided.

13. For the year 2013 as well as the forecast for each of the years 2014 and 2015 (including all assumptions), provide your company’s total traffic volumes for roaming service provided to Canadian wireless carriers, broken out for each Canadian carrier and separately for voice, data and text messaging.

[2]Information previously submitted in response to question 4 of the 30 August 2013 Commission staff request for information regarding wireless roaming does not need to be re-submitted.
