RE: Clarification of Part 1 Application submitted by the pre-incorporation Interim board of the Canadian Administrator of VRS (CAV)

Dear Sirs:

The Commission received your Part 1 application on 21 August 2014, which is
available online at www.crtc.gc.ca for the public to view and comment on until
25 September 2014.

Commission staff request that you provide responses to the questions below by 18 September 2014.

  1. Footnote number 5 of the application refers to paragraphs 62 to 66 of the proposal the CAV submitted to the CRTC on 25 July 2014 as a source of additional information on your proposed funding mechanism. Please provide the correct reference as well as the detailed explanation of your proposed funding mechanism for the record.
  2. Paragraph 11 of your application indicates that the proposed budget assumes that the “Board of Directors will receive compensation for their time in line with the compensation typically provided by similar not-for-profit corporations.” Detail, in dollars, the proposed level of compensation for Directors.
  3. It is common that administrative expenses are higher for the first year, or more, after the initial incorporation and establishment of a new corporation. Indicate whether this is the case for the CAV. Detail what extraordinary expenses, and their respective amounts, are included in the budget for 2015 which are not likely to be included in the budget for following years.
