Re: Call for comments – Consumer safeguards for payphones – Notification of rates for non-cash payphone calls – Public notification policy for the removal of the last payphone in a community

Dear Sir or Madam:

This letter is being sent to provide you with information regarding the process associated with Telecom Notices of Consultation 2015-66Footnote 1 and 2015-67.Footnote 2

On 26 February 2015, the Commission issued these Notices, which initiated two separate proceedings and called for comment from the public on separate issues relating to payphones in light of the publication of the Commission’s report, entitled Results of the fact-finding process on the role of payphones in the Canadian communications system.

Commission staff notes that, to date, some of the interventions received regarding Telecom Notice of Consultation 2015-66 deal with issues that are beyond the scope of the proceeding initiated by that Notice, but within the scope of the proceeding initiated by Telecom Notice of Consultation 2015-67, and vice versa.

Interested parties should file interventions relevant to the subject matter of the proceeding in which they wish to participate. However, in the circumstances and in order to ensure that the records of these proceedings fully benefit from the comments of interested Canadians, an intervention filed in one of these proceedings before the prescribed deadline for interventions and that contains comments relevant to other proceeding will form part of the record of that other proceeding. If an intervention contains comments relevant to both proceedings, it will form a part of the record of both proceedings.

The public files for these proceedings, which are available on the Commission’s website at www.crtc.gc.ca by using the file numbers provided at the beginning of this letter, will be updated to reflect these changes.

Parties who wish to file final submissions should also address their comments only to matters within the scope of the proceeding in which they are commenting. This letter will not affect the deadline for final submissions set out in the Notices of Consultation.

A copy of this letter and all related correspondence will be added to the public record associated with these proceedings.

Should you have any questions concerning any of the above, please contact Guillaume Leclerc by telephone at 819-934-4342 or by e-mail at guillaume.leclerc@crtc.gc.ca
