RE:  Follow-up to Telecom Decision CRTC 2016-379 - Implementation of a disaggregated wholesale high-speed access (HSA) services, including over fibre-to-the premises access facilities – Request to extend process deadlines

Dear Madams/Sirs:

The Commission is in receipt of a letter, dated 4 August 2017, from Shaw Cablesystems G.P. (Shaw), requesting an extension to process deadlines set out in the Commission staff letter dated 1 August 2017 for the tariff applications related to the aggregated wholesale high-speed access (HSA) services filed as a follow-up to Telecom Order 2016-396 and Telecom Order 2016-448. Specifically, Shaw requested that the Commission extend the deadline for interventions to 22 September 2017 and the deadline for reply comments to 16 October 2017. In support of its request, Shaw cited regulatory resource constraints.

The Commission is also in receipt of a letter dated 8 August 2017 from Quebecor Media Inc., on behalf of Videotron G.P. (Videotron), letters dated 9 August 2017 from Bell Canada, TELUS Communications Company, Cogeco Communications Inc. on behalf of Cogeco Connexion Inc. (Cogeco), Bragg Communications Incorporated, carrying on business as Eastlink, and a letter dated 15 August 2017 from Canadian Network Operators Consortium Inc., all supporting Shaw’s extension request.

Bell Canada, Cogeco, Videotron, and CNOC further requested that for reasons of efficiency and availability of resources, the Commission also adopt the same deadlines for interventions and reply comments set out in the Commission staff letter dated 1 August 2017 for the tariff applications related to the disaggregated wholesale HSA services filed as a follow-up to Telecom Decision 2016-379.

By way of separate letter, Commission staff has modified the procedural timelines associated with the filing of interventions and reply comments relating to the above-referenced aggregated wholesale HSA tariff applications. Commission staff considers that, in the circumstances, it would be appropriate to establish common procedural timelines associated with the tariff applications for both aggregated and disaggregated wholesale HSA services.

Commission staff hereby informs all interested persons that the procedural dates for the filing of interventions and reply comments regarding the tariff applications related to disaggregated wholesale HSA services (outlined above and listed in the attachment) are modified as follows:

A Commission staff letter providing additional information on process concerning requests for information will be sent out in due course.
