RE: Request for extension to the response date for requests for information related to Telecom Notice of Consultation CRTC 2017-112 on the development of the Commission’s broadband funding regime and further process

Dear Madam, Sir,

On 16 October 2017, Commission staff issued a letter requesting information related to Telecom Notice of Consultation CRTC 2017-112 on the development of the Commission’s broadband funding regime.  In that letter, Commission staff set out the following timelines for future process:

On 1 November 2017, the Commission received a letter from the National Pensioners Federation and Public Interest Advocacy Centre (NPF-PIAC) requesting that the Commission extend the timelines for parties (a) to answer the Commission’s requests for information, (b) to request disclosure of information that has been designated as confidential, and (c) to respond to requests for disclosure of such information.

The Commission received letters in support of the new timelines requested by NPF-PIAC from Bell Canada, the Cree Nation Government and the Eeyou Communications Network, the First Mile Connectivity Consortium, and the Kativik Regional Government.

On 2 November 2017, TELUS Communications Company (TCC) filed a letter in support of NPFPIAC’s request for an extension of the deadline to answer the Commission’s requests for information.  TCC, however, opposed the remainder of NPF-PIAC’s extension requests, but proposed that should the Commission grant the extensions requested by NPF-PIAC, it should also extend all remaining deadlines, including the deadline for final submissions, by the length of the extension.

On 2 November 2017, the Canadian Network Operators Consortium Inc. filed a letter in support of the new timelines requested by NPF-PIAC, and submitted that it was premature to extend the deadline for final submissions into January 2018, as requested by TCC.

In the circumstances, Commission staff considers that NPF-PIAC’s request for an extension is reasonable.  Commission staff also considers that it is not necessary to change the deadline for final submissions.
Accordingly, the process set out in Commission staff’s 16 October 2017 letter is changed as follows:

The deadline for final submissions remains the same. Final submissions are due by
18 December 2017.
