Re:  Part 1 Application requesting that the Commission review and vary Telecom Decision CRTC 2018-241, CISC Network Working Group – Non-consensus report on quality of service metrics to define high-quality fixed broadband Internet access service

Dear Sir:

On 13 August 2018, the Commission received a Part 1 application from Northwestel requesting that the Commission review and vary its decision regarding the CISC Network Working Group – Non-consensus report on quality of service metrics to define high-quality fixed broadband Internet access service.

Northwestel is of the view that the Commission erred in the setting of the objective it established for high-quality fixed broadband Internet access service and raised concerns about possible implications such an error could have on the allocation of broadband funding under the regime announced in Telecommunication Regulatory Policy 2016-496.

Through Telecom Notice of Consultation 2017-112, the Commission initiated a proceeding to develop the Commission’s broadband funding regime, including its governance, operating, and accountability frameworks, as well as eligibility and assessment criteria for proposed projects. The Commission’s determinations as a result of that proceeding are pending. Parties would be better positioned to comment on possible implications noted in the above application, following the release of the Commission’s broadband funding regime determinations.

Accordingly, further process in the above application is being suspended pending the release of the Commission’s decision in the proceeding initiated by Notice of Consultation 2017-112. A letter will be issued, following the release of the Commission’s decision, setting-out the process for the above Part 1 application.
