Requirements to Access DCS

DCS is accessible once you have all of the following:

  • received confirmation that you have been registered as a DCS user (see Types of DCS Users)
  • created a My CRTC Account
  • activated a My CRTC Account with an activation code

Types of DCS Users

Response Manager

Pursuant to Broadcasting Circular CRTC 2007-7, 18 October 2007 and Telecom Circular CRTC 2007-17, 18 October 2007, each legal entity required to submit data via DCS must appoint a Response Manager within its organization to be the single point-of-contact for the Commission in managing the form completion process on behalf of the applicable entity.

Entities that do not have an existing Response Manager or want to change an existing Response Manager must have a senior representative of the company complete the “Response Manager” section of the on-line form. Once the request to appoint a Response Manager is received, the DCS Help Desk will contact the appointee to guide them through the next steps of the registration process, confirm their registration and provide them with an activation code.

Survey Respondent

When fully registered, the Response Manager can optionally appoint Survey Respondents through DCS, to whom he can assign forms.  Once the request is received, the DCS Help Desk will contact the appointee to guide them through the next steps of the registration process, confirm their registration and provide them with an activation code.


Creating a My CRTC Account

You must create a My CRTC Account to access DCS.  This can be done using either Sign-In Partner or GCKey.  My CRTC Account allows secure online transactions between users and the CRTC.  For more information, please refer to the Frequently Asked Questions.

Sign-In Partner

Sign-In Partner allows you to log in with an existing bank ID and password (List of Sign-In Partners).

  • Scroll to the bottom and click on "Proceed to DCS Submissions Cover Page"
  • Scroll to the bottom and click on "Sign-In Partner Log In "
  • Select your Sign-In Partner
  • Enter your credentials

GCKey

GCKey allows you to create a Government of Canada user ID and password to log in.

  • Go to the following link : https://crtc.gc.ca/eng/dcs/index.htm
  • Scroll to the bottom and click on "Proceed to DCS Submissions Cover Page"
  • Scroll to the bottom and click on "GCKey Log In "
  • Click on "Register" on the left pane
  • Accept the Terms and Conditions of Use
  • Create your  ID, recovery questions & password
  • Click on "Continue"

Activating My CRTC Account

If you are prompted to complete your registration, enter the activation code received verbally from a CRTC employee.
