local issues and concerns during the terms of their licences."

As set out
in Public Notice CRTC
1999-117, the Commission will set, by condition of licence,
the minimum number of ethnic groups that each ethnic radio and television station
must serve and the minimum number of languages in which it must provide
programming. The minimum number of distinct groups that a station must
serve is established on the basis of the demographics of the community, the
services already available and the degree of support shown by local community
organizations. In addition, the Commission stated that it will also weigh
the ability of ethnic stations to provide appropriate amounts of quality
programming to these groups and that it will evaluate how this broad service
requirement is met in light of the ethnic programming available from all stations
in the market.
