As the communications sector continues to consolidate, and technologies and companies converge, the Commission must respond with policy and analysis that is timely, forward–looking, and that adapts to current and future economic, social, and technological realities. Developing comprehensive current and long-term views of technological and industry development, and the regulatory and policy implications of those, is the responsibility of the Policy Development and Research (PDR) sector within the Commission.
This is achieved through ongoing financial and corporate monitoring of the communications industries. PDR researches and analyzes technological, economic, and cultural trends. It publishes regular reports, and conducts hearings that align with Commission's long-term strategic direction. It provides strategic economic, engineering, and mid-term policy support to both the Broadcasting and Telecommunications sectors. As the scope of regulatory intervention is minimized through greater reliance on market forces, PDR provides arbitration of disputes. It evaluates and processes corporate mergers and acquisitions subject to diversity and foreign ownership regulations. It develops appropriate social policies that reflect consumer behaviours and the convergence of services and applications within newly-converged corporate entities and new players.
