Service objective/standards and performance measure for processing telecommunications applications 1 April 2011 to 31 March 2012

This document presents performance results related to the processing of telecommunications applications during the 1 April 2011 to 31 March 2012 fiscal year.  The data relates to the processing of Part 1 applications; tariff applications and intercarrier agreements; and applications regarding the destandardization and/or withdrawal of a service.

1. Part 1 Applications1

Definition: This item covers all applications filed under Part 1 of the Canadian Radio-television and Telecommunications Commission Rules of Practice and Procedure, except for local forbearance applications. These applications cover a broad range of subjects and processing typically follows a set structure for the filing of interventions and replies.

Service Objective: Decision to be issued within 4 months of the close of record (COR).

2. Part 1 Applications - Local Forbearance3

Definition: Incumbent local exchange carriers (ILECs) submit local forbearance applications to the Commission to request that it forbear from regulating services in a certain exchange where the presence of local competitors has passed a certain threshold.

Performance measure: Decision to be issued within 120 days of receiving a complete application.4

3. Tariff Applications and Intercarrier Agreements6

Definition: This item covers all tariff applications, other than those that are related to the destandardization and/or withdrawal of services, and intercarrier agreements.

Service Standards: The service standards are as follows:

a. 85 percent of determinations are to be made on an interim or final basis within two months of receipt of a complete application, and
b. 95 percent of determinations are to be made on an interim or final basis within four months of receipt of a complete application.

4.Destandardization and/or Withdrawal Applications7

Definition: This item covers all tariff applications related to the destandardization and/or withdrawal of services.

Service Standard: To issue 95 percent of determinations on a final basis within 12 months.
