RE: Request for new CO Code Emergency Notification
Dear Madam:
On 13 March 2014, Access Communications Co-operative Limited (Access Communications) requested that Commission staff approve an emergency notification for its new central office (CO) code activation in North Battleford, Saskatchewan.
In its request, Access Communications indicated that it is currently operating as a Type IV competitive local exchange carrier (CLEC), and in the process of fulfilling the requirements to become a Type I CLEC in North Battleford. Access Communications further indicated that it plans to turn up service by 15 May 2014, and that testing with Saskatchewan Telecommunications is required prior to that date.
Access Communications stated that certain required agreement documentation was not made available until now, and that assuming the agreements could be signed and delivered to the Canadian Numbering Administrator by the end-of-day today, the standard notification interval would provide insufficient time to activate its new CO code by 15 May 2014. Access Communications therefore requested that a 1 May 2014 effective date for its North Battleford CO code be authorized.
Commission staff considers that Access Communication’s request emergency notification for the new CO codes is reasonable.
Commission staff notes that Access Communications is required to submit, to the Canadian Number Administrator, CO code assignment Part 1 forms for the requested codes identifying the associated Common Language Location Identifier (CLLI) codes and effective date.
