RE: Request for extension to central office code in-service dates

Dear Sir:

On 21 December 2015, SSi Connexions Inc. (SSi Connexions) requested approval for an extension to the in-service date for its 867-200, 867-201 and 867-202 central office (CO) codes in the Northwest territories and Nunavut.

SSi Connexions noted that the most recent in-service date for each of the three CO codes is 1 December 2015. It noted that it had received these codes with an effective date of 4 October 2013 but that it had subsequently requested in-service date extensions due to delays in implementing local interconnection arrangements. In its request, SSi Connexions indicated that it is in the process of equipment deployment. SSi Connexions requested a new in-service date of 1 July 2016 for each of the three codes.

Commission staff notes that the Canadian Central Office Code Assignment Guideline (the Guideline) specifies that CO codes are to be placed in-service within eighteen months of the date of the initial reservation application or the CO code will be released from reservation to the assignment pool. The Guideline also provides for extension of the in-service dates beyond the eighteen month timeline due to exceptional circumstances or technical constraints.

Staff notes that SSi Connexions has been granted at least 3 extensions to the requested in-service date for these CO codes.

By letter, dated 3 April 2014, Commission staff granted a request by SSi Connexions, dated 2 April 2014, to extend the in-service date for these CO codes from 4 April 2014 to 3 July 2014.

By letter, dated 10 September 2014, Commission staff granted a request by SSi Connexions, dated 8 September 2015, to extend in-service date for these CO codes from 3 July 2014 to 28 February 2015.

By letter, dated 5 May 2015, Commission staff granted a request by SSi Connexions, dated 4 May 2015, to extend the in-service date for these CO codes from 28 February 2015 to 1 December 2015.

Given that this is at least the fourth request by SSi Connexions to extend the in-service date for these CO codes, Commission staff considers that SSI Connexions should return these CO codes to the assignment pool, and then re-apply for CO codes at the appropriate time.

Commission staff recommends that SSi Connexions contact the Canadian Numbering Administrator in order to facilitate the return of these CO codes and to discuss additional follow-up process requirements.
