RE: Approval of emergency notification of shortened interval for activation of three CO Codes by Shaw Business

Dear Mr. Hutchinson:

On 30 August 2017, Shaw Business (Shaw) requested that Commission staff approve an emergency notification for Central Office (CO) Codes 647-913, 647-914, and 647-917, in Toronto, to make the effective date 26 September 2017, which is 27 days rather than 66 days after the received date of the Part 1 Forms, as specified in the Canadian Central Office Code (NXX) Assignment Guideline (the Guideline).

Shaw indicated that even though growth was anticipated and shown in the Numbering Resource Utilization Forecast (NRUF), unforeseen market activities had put it in jeopardy of running out of telephone numbers in this Numbering Plan Area (NPA). Shaw asked that its request be expedited urgently.

Commission staff considers Shaw’s request for an emergency notification for shortened intervals to be reasonable in the circumstance.

Shaw is reminded that, as per the Guideline, carriers are to make their best effort to implement the new codes in the shorter timeframe, but are not obligated to implement these NPA-NXXs in their networks in less than the normal minimum 45 day activation interval and, consequently, call blocking, routing errors and/or billing errors could occur.
