RE:  Approval of Central Office Code (NXX) Transferfor Atlin, British Columbia CO Code

Dear Sam Haigh,

On 20 October 2023, Northwestel filed a Central Office Code (NXX) Transfer for the Atlin, British Columbia area, with an effective date of 19 November 2023. The request indicates the preferred CO Code to be 250 651. The effective date being earlier than the specified minimum of 66 days after the receipt of a completed Part 2 Form, as specified in the Canadian Central Office code (NXX) Assignment Guideline (the Guideline), Northwestel requested an expedited staff approval process.

Commission staff acknowledges that this request was submitted with an entry date shorter than the minimum set out in the Guidelines in order to rectify human error. This will allow for Northwestel to input the data into the Business Integrated Routing and Rating Database System (BIRRDS) before the agreed to cutover date. Staff is of the view that delaying approval of this request would risk an interruption of service for customers within the Atlin area, and so staff approves this request to prevent any further impact to customers in the area.

Northwestel is reminded that, per Section 6.2.2 of the Guideline, carriers are to make their best efforts to implement the new CO codes in the shorter timeframe, but are not obligated to implement these CO codes in their networks in less than the normal minimum 45 day activation interval and, consequently, call blocking, routing errors and/or billing errors could occur. Further, Northwestel is reminded to ensure in the future all parties involved in CO Code Assignment Requests respect the filing deadlines outlined in the Guideline in order to avoid a similar situation in the future.
