The University of Calgary Student Radio Society

Following a Public Hearing in Regina on 19 June 1984, the Commission approves the application by The University of Calgary Student Radio Society (the Radio Society) for a broadcasting licence for an English-language student FM radio station at Calgary on the frequency 90.9 MHz, channel 215A, with an effective radiated power of 1,900 watts.
The Commission will issue a licence expiring 30 September 1987, subject to the conditions of licence specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of other radio stations in Alberta.
In accordance with the applicant's proposal, this approval is conditional upon the surrender of the licence held by the Radio Society to operate the student carrier current station CJSW at the University of Calgary.
In 1975, the Commission outlined its policy concerning student radio (Decision CRTC 75-247), stating, in part, that the purpose of student broadcasting is:
 ...to communicate the concerns, interests and activities of the campus as well as of the academic environment to the public, and to offer to the general public innovative and alternative programming fare which makes use of the many resources available at the academic institution. Student radio may also provide basic training for students interested in broadcasting careers.
The Commission notes that this proposal includes a number of objectives which reflect this policy. The new station's news department will focus primarily on campus interests and concerns, and will also utilize students from other Calgary educational institutions in its news-gathering activities. Although the applicant proposes an Album Oriented Rock musical format, it has stated that 70% of its music will be "uncharted" selections which are not included on the charts of a recognized major national or international trade magazine, and therefore will not duplicate the current programming of existing rock-oriented FM stations in Calgary. The Radio Society states that, as a result of this policy, it will be heavily dependent on local artists' demonstration tapes and independent record companies for the provision of this material. The applicant will also, as expressed in the application, broadcast a significant amount of traditional and special interest music, particularly classic and jazz.
In light of the above, and in order to ensure that the Radio Society provides a diverse alternative to existing radio fare in this city, it is a condition of licence that 70% of this station's musical programming be "uncharted" selections.
The Commission also notes that the applicant, as the licensee of CJSW, currently offers training courses in broadcasting to community volunteers. In light of the Radio Society's commitment to provide four hours per week of commercial-free community access time, it is encouraged to continue the training program, and to actively solicit the participation of interested community groups.
The Commission notes that the membership of this non-profit society consists of students of the University of Calgary and non-students, and that the establishment and operating costs of the new station will be covered by student activity fees which are administered by the University of Calgary Student Union. Consequently, it is a condition of licence that the applicant retain full control over all decisions concerning the management and programming of this station, and that the majority of directors be students of the University of Calgary.
In addition, the Commission reminds the applicant that, in accordance with the requirements of the Direction to the CRTC (Eligible Canadian Corporations), the Chairman or other presiding officer and each of the directors or other similar officers of the licensee must be Canadian citizens.
With respect to advertising, it is a condition of licence that the licensee may broadcast up to two minutes per hour of restricted advertising, as defined by the Commission in Public Notice CRTC 1983-43.
In accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Communications that it will issue its Technical Construction and Operating Certificate.
It is a further condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of receipt of written notification from the Department of Communications that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
The Commission acknowledges the interventions submitted by a number of organizations associated with the arts and entertainment in Calgary in support of this application.
