Following a Public Hearing in Montréal and Quebec City beginning on 23 March 1992, the Commission renews the broadcasting licence for the television programming undertaking affiliated to the TVA television network, CHOT-TV Hull, from 1 September 1992 to 31 August 1997, subject to the conditions specified in the licence to be issued.

As outlined in the preamble to this decision, the Commission has granted this five-year renewal in view of the generally-poor financial results of the past few years and the uncertain economic climate. This term will allow for an early review of the situation.

The Commission expects the licensee to broadcast 3 hours and 10 minutes of local news programming weekly, as proposed in its renewal application. The Commission also expects the licensee to increase its local news programming as soon as its financial situation improves.

The Commission also expects the licensee to reflect, in its local programming, the cultural, economic, political and social reality of the region, taking into account the requirements set out in the Policy for Local Television Programming (Public Notice CRTC 1991-22) as well as the further clarifications with respect to French-language television set out in the preamble to this decision. The Commission encourages the licensee to rebroadcast in full the captioning provided within captioned programming.

While CHOT-TV's renewal application made no specific commitment to the captioning of local program production, the Commission expects the station, at a minimum, to provide captioning (open or closed) or signing of local news headlines, during the new licence term.

The licensee has had to delay its plans to add a transmitter to provide service to the municipalities of Grand-Remous, Mont-Laurier and Maniwaki, including the surrounding areas, due to high installation costs. The Commission expects the licensee to implement these plans as soon as the undertaking's profitability improves.
