Licence renewal
Pursuant to Public Notice CRTC 1993-136 dated 5 October 1993, the Commission approves the application to amend the licence for the radiocommunication distribution undertaking CKZN (shortwave) St. John's by changing the program source from programs received part-time from CFGB-FM Happy Valley/Goose Bay (Labrador) and part-time from CBN St. John's, to programs received entirely from CFGB-FM Happy Valley/Goose Bay. The Commission notes that, as a result of this amendment, CKZN St. John's will become a full-time rebroadcaster of CFGB-FM.
Also pursuant to Public Notice 1993-136, the Commission renews the broadcasting licence for the radio programming undertaking consisting of CFGB-FM Happy Valley/Goose Bay and its transmitters CBNK Cartwright, CBQA-FM Churchill Falls, CBGF-FM Fox Harbour, CBNN-FM Hopedale, CBDQ Labrador City/Wabush, CBNI-FM Makkovik, CBNZ Nain, CBNP-FM Port Hope Simpson, CBND-FM Postville and CKZN (shortwave) St. John's, from 1 September 1994 to 31 August 2001, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission notes that CFGB-FM broadcasts programming originating from the CBC English-language Radio (AM) network and 20 hours and 50 minutes of local programming per week.
It is a condition of licence that the Corporation not broadcast any commercial message of Category 5 (Advertising) except
a) during programs that are available to the licensee only on a sponsored basis, or
b) as required to fulfil the requirements of the legislation of the Parliament of Canada
pertaining to elections, or
c) in communities where there is no other programming undertaking broadcasting in the same language.
It is a condition of licence that 50% or more of the category 2 music selections broadcast each broadcast week be Canadian and that these selections be scheduled in a reasonable manner throughout the broadcast day.
It is a condition of licence that 20% or more of the category 3 music selections broadcast each broadcast week be Canadian.
It is also a condition of licence that the licensee adhere to its self-regulatory guidelines on sex-role portrayal as amended from time to time and approved by the Commission, and, as a minimum, to the Canadian Association of Broadcasters' "Sex-role Portrayal Code for Television and Radio Programming", as amended from time to time and approved by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In the case of the Corporation, the Commission will address these matters in the context of the pending decision on the CBC's applications for the renewal of its television network licences.
