BELL CANADA - SWITCH EQUIPMENT MODERNIZATION PROGRAM AND INCREASES TO RESIDENCE PRIMARY EXCHANGE SERVICE RATES FOR SMALLER COMMUNITIES
Reference: Tariff Notice 5822
The Commission has received an application under Tariff Notice 5822 from Bell Canada (Bell), dated 6 September 1996, proposing tariff revisions to residence primary exchange service. The company is proposing to bring the prices in the lower rate groups closer to price levels in upper rate groups and to reduce the number of rate groups from 19 to 11. Bell stated that the revenues generated by these changes will be used to fund a significant service enhancement initiative which will be of particular benefit to rural communities.
Bell stated that it will implement an accelerated Switch Equipment Modernization (SEM) Program. The company stated that this will provide its customers access to a larger array of options, features and services, extend the availability of equal access to competitive toll services as well as advance some Extended Area Service (EAS) links that were being held pending modernization of the applicable central offices.
Bell stated that residence customers affected by the proposed changes will be advised by a billing insert.
The Commission has addressed interrogatories to Bell regarding its application. Answers to these interrogatories are to be filed by 16 October 1996.
