Order CRTC 2000-1186

Ottawa, 22 December 2000

Revised rates for provincial E9-1-1 service

Reference: Bell Canada TN 6541, MTS TN 439, NBTel TN 854 and TCI TN 321

The Commission approves on an interim basis revised province-wide 9-1-1 rates for Bell Canada, MTS Communications Inc., NBTel Inc. and TELUS Communications Inc. (TCI) (the companies).

1.

The companies filed applications for revised 9-1-1 rates on 1 December 2000, pursuant to the directives set out in Telecom Decision CRTC 99-17, as modified in Telecom Order CRTC 2000-630.

2.

The Commission notes that MTS and TCI requested an effective date of 1 January 2001. Bell Canada and NBTel requested later effective dates (1 March 2001 and 1 February 2001 respectively) to allow time to make billing system modifications.

3.

The Commission notes that the modifications to the recalculation formula, set out in Order 2000-630, were based on the expectation that revised rates would come into effect on 1 January of each year. The Commission further notes that the annual recalculation formula was based on September demand information to provide the companies with sufficient time to file proposed revised rates and modify billing systems before 1 January of the following year. In light of this, and in order to treat the companies on a consistent basis, the Commission directs the companies to implement the revised rates effective 1 January 2001.
