Combined Telecom Inc.'s and Combined Xchange Telecom Inc.'s proposed General Tariffs

Tariff Notices 1 and 1/A
This order approves, on an interim basis, with the changes listed below, Combined Telecom Inc.'s (CTI) and Combined Xchange Telecom Inc.'s (CXT) proposed General Tariffs covering general terms and conditions and access services.

Combined Telecom Inc. and Combined Xchange Telecom Inc. filed separate applications for approval of their General Tariffs (CRTC Tariff 21380 and CRTC Tariff 21370 respectively). The General Tariffs provide for general terms and conditions, and access services for interconnection with local exchange carriers, interexchange service providers and wireless service providers.

CTI and CXT filed amendments to their respective tariffs to implement changes required pursuant to various Commission decisions affecting the contribution regime.

Bell Canada filed comments on behalf of itself, Island Telecom Inc., Maritime Tel & Tel Limited, MTS Communications Inc., NBTel Inc. and NewTel Communications Inc. on 17 April 2000.

The Commission considers that CTI's and CXT's proposed tariffs require a number of minor changes for the purpose of correcting and/or clarifying various references and provisions.

CTI and CXT filed their respective applications on 24 February 2000. Both companies filed amendments to their applications under Tariff Notices 1A, dated 17 March 2000.

The Commission orders that:

a) The proposed tariffs are approved on an interim basis, with the following amendments:
1. In Item 102, Definitions:

i) in the definition for "account receivable", replace the term "IXC" with "IXSP";

ii) in paragraph (c) of the definition for "Class A licensee", move the last two sentences to a new paragraph;

iii) in the definition for "Class B licensee", add the following phrase to the end of paragraph (b): "or from non-circuit switched traffic to circuit switched minutes terminating in Canada";

iv) add the following definition of "competitive pay telephone service provider":

Competitive Pay Telephone Service Provider means a company or individual that provides competitive pay telephone service for use by the general public. For the purposes of this tariff, the competitive pay telephone service provider is the company's customer.

v) in the definition for "line-side access" add the words "or egress" immediately after the words "to access";

vi) replace the definition of "telephone numbers" with the following:

Telephone numbers are seven digit numbers with outpulsing

vii) add the dialling provision "1+950" to the definition for "trunk-side access".

2.     Add the dialling provision "1+950" to the first sentence in Item 302(1)(b);
3.     In the first sentence of "Note 3" in Item 305(1)(a) and of "Note y" in Items 305(1)(b) and 305(2)(a), add the phrase "or other service providers" after the second occurrence of the word "carriers";
4.     In Item 401(q), replace the reference to "Alternate Providers of Long Distance Service" with "Interexchange Service Providers"; and
5.     Delete the phrase "under the terms of this tariff" from the first sentence in Item 602(1.1).
b)     CTI and CXT are to issue forthwith revised tariff pages incorporating the changes set out above.
c)     CTI and CXT are directed to file forthwith their PIC/CARE (primary interexchange carrier/customer account record exchange) Handbooks and unexecuted copies of their BLIF (Basic Listing Interchange File) agreements for approval.
