| The Commission approves Le Téléphone St-Éphrem Inc.'s final 2000 Carrier Access Tariff at $0.0541 per minute as filed. This includes a contribution requirement of $88,008, for a rate of $0.0199 per minute and a direct toll component of $151,253, for a rate of $0.0342 per minute. This tariff is effective 1 January 2000. | |

In Telecom Order CRTC 99-827, dated 25 August 1999, the Commission approved a final 1999 Carrier Access Tariff (CAT) of $0.0772 per minute for Le Téléphone St-Éphrem Inc. It consisted of a contribution rate of $0.0401 per minute and a direct toll rate of $0.0371 per minute. The total 1999 CAT was based on a contribution requirement of $167,283, a direct toll component of $154,773 and contribution-eligible minutes of 4,171,222. |

On 23 February 2000, St-Éphrem filed Tariff Notice 11 which proposed its final 2000 CAT rate of $0.0541 per minute consisting of a contribution rate of $0.0199 and a direct toll rate of $0.0342 per minute. The total 2000 CAT was based on a contribution requirement of $88,008, a direct toll component of $151,253 and contribution-eligible minutes of 4,421,495. |

St-Éphrem assumed a forecast of 4,421,495 toll minutes for 2000 representing a 6% increase over 1999. The Commission finds St-Éphrem's estimate to be reasonable. |

4. |
In light of the foregoing, the Commission orders that: |
| a) the final 2000 CAT for St-Éphrem be set at $0.0541 per minute. It includes a contribution rate of $0.0199 per minute and a direct toll rate of $0.0342 per minute, effective 1 January 2000; | |
| b) St-Éphrem is to issue revised tariff pages reflecting its final 2000 CAT within 15 days of the date of this order; and | |
| c) St-Éphrem proceed with billing adjustments as expeditiously as possible. | |
