Channels for interexchange voice grade facilities

The Commission approves, with conditions, MTS's request to increase the rates for the intraprovincial link and distance components of its channels for interexchange voice grade facilities. The company is to file price cap information to show that the revenues resulting from approval of the increases to the link component will not result in MTS's price cap parameters being exceeded.
The Commission considers inappropriate MTS's proposal to treat the link component as an uncapped service. MTS has not provided any support for its position, particularly in terms of competition for this service. The Commission notes that the link elements are located in MTS's central office.
MTS filed this application on 4 May 2000 to revise Item 5500 of its Supplementary Tariff Special Services and Facilities.
