To all applicants for third-language ethnic Category 2 pay and specialty services

1. In Call for comments on a proposed new approach to the consideration of applications for Canadian third-language ethnic Category 2 pay and specialty services, Broadcasting Public Notice CRTC 2005-17, 25 February 2005 (Public Notice 2005-17), the Commission invited comments on a more open-entry framework for the consideration of applications for third-language ethnic Category 2 pay and specialty services.
2. The Commission has rendered, or is in the process of rendering, decisions on applications for third-language ethnic Category 2 pay and specialty services that were announced in public notices issued prior to 25 February 2005. Applicants have continued to file applications for licences to operate such services on an on-going basis.
3. The Commission wishes to inform applicants that it will not process applications for third-language ethnic Category 2 pay and specialty services that were not announced in a public notice issued prior to 25 February 2005 until the conclusion of the proceeding announced in Public Notice 2005-17.
