Interconnection rates

1.

The Commission received an application by Bell West Inc. (Bell West), dated 15 September 2004, to revise the following General Tariff items in order to reflect the lower interconnection rates approved for the incumbent local exchange carriers (ILECs) pursuant to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

Bell West requested that the rates take effect as of 1 June 2004.

In Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission determined that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection to all IXSPs and WSPs, at terms and conditions that were equivalent to those contained in the ILECs' tariffs. The Commission required all CLECs to file proposed tariffs for interconnection, justifying any departure from the terms and conditions contained in the ILECs' tariffs.

The Commission notes that the proposed rates conform to ILECs rates that were effective 1 June 2004.

Accordingly, the Commission approves on an interim basis Bell West's application. The revisions take effect 1 June 2004.

Bell West is to issue revised tariff pages forthwith to reflect these changes.
