Subject: Bell Canada Tariff Notice 981 – Changes to Support Structure Service Ontario and Quebec Pole Rental Unit Rate – Response to Bell Canada’s request for extension for response to reply comments to supplemental requests for information
On 16 October 2023, Bell Canada (Bell) filed Tariff Notice 981 to revise the tariff pages for its National Services Tariff (NST) CRTC 7400 Item 901 – Support Structure Service (Item 901), to reflect the updated monthly pole rental rate per unit applicable in its Ontario and Quebec serving area.
On 17 July 2024, Commission staff issued a Supplemental Request for Information (RFI) letter to which Bell provided responses on 23 October 2024. The Commission has received comments related to these responses from Bragg Communications Inc., carrying on business as Eastlink; Cogeco Communications Inc., on behalf of Cogeco Connexion Inc.; Quebecor Media Inc., on behalf of its subsidiaries Videotron Ltd and Freedom Mobile Inc.; and Rogers Communications Canada Inc. (collectively, the Cable Carriers), and the Independent Telecommunications Providers Association (ITPA). On 8 November 2024, the Commission received a request from Bell to extend the deadline to supply reply comments from 13 November 2024 to 18 November 2024. Bell stated that the original due date did not provide sufficient time to properly respond to intervenors’ comments.
Commission staff recognizes the importance of efficient tariff proceedings to ensure the timely implementation of any changes. However, Commission staff also considers that the public record will benefit from Bell’s fulsome reply comments. Accordingly, Commission staff agrees that the extension request is acceptable in the circumstances and would not result in undue delay or prejudice.
Accordingly, the due date for Bell to submit reply comments is extended to 18 November 2024.
