Toronto Raptors Network Ltd. (NBA TV [Canada]) – Change in ownership and effective control – Finalization of conditions of service

  1. In this decision, the Commission finalizes the orders imposing conditions of service and expenditure requirements for Rogers Communications Inc. (Rogers) and Toronto Raptors Network Ltd. (TRNL) for the English-language discretionary television programming undertaking NBA TV (Canada).
  2. In Toronto Raptors Network Ltd. (NBA TV [Canada]) – Change in ownership and effective control, Broadcasting Decision CRTC 2025-140, 12 June 2025 (Broadcasting Decision 2025-140), the Commission approved Rogers’s application to acquire the ownership stake of BCE Inc. in the holding company 8047286 Canada Inc. and, as a result, to exercise effective control of NBA TV (Canada). The Commission also proposed to make orders imposing on Rogers and TRNL various conditions of service and expenditure requirements, and invited interested persons to make representations on the proposed orders. The Commission did not receive any representations.
  3. In light of the above, and pursuant to subsection 9.1(1) of the Broadcasting Act (the Act), the Commission makes the orders imposing on Toronto Raptors Network Ltd. the conditions of service for NBA TV (Canada) set out in Appendix 2 to Broadcasting Decision 2025-140.
  4. Further, and pursuant to subsections 9.1(1) and 11.1(2) of the Act, the Commission makes the orders imposing on Rogers Communications Inc. certain expenditure requirements for NBA TV (Canada) set out in Appendix 3 to Broadcasting Decision 2025-140.
  5. This decision is to be appended to the licence.
