CFNV Montréal and CFQR Montréal – Change in ownership and effective control – Finalization of conditions of service

In this decision, the Commission finalizes the order imposing a condition and an expenditure requirement on 7954689 Canada Inc. (7954689) for the French-language commercial AM radio programming undertaking CFNV Montréal, Quebec, and the English-language commercial AM radio programming undertaking CFQR Montréal, Quebec.
In CFNV Montréal and CFQR Montréal – Change in ownership and effective control, Broadcasting Decision CRTC 2025-203, 11 August 2025 (Broadcasting Decision 2025-203), the Commission approved an application by 7954689 for Ronald Richards Realty Inc. to acquire all the shares of 7954689. Following the transaction, Ronald Richards would exercise effective control of the stations and assume their licences. The Commission also proposed to make an order imposing on 7954689 a condition and an expenditure requirement, and in accordance with subsections 9.1(4) and 11.1(7) of the Broadcasting Act (the Act), invited interested persons to make representations on the proposed order. The Commission did not receive any representations.
In light of the above, and pursuant to subsections 9.1(1) and 11.1(2) of the Act, the Commission makes the order imposing on 7954689 Canada Inc. the condition and expenditure requirement for CFNV and CFQR set out in Appendix 2 to Broadcasting Decision 2025-203.
This decision is to be appended to each licence.
