Subject: The Path Forward – Defining “Canadian program” and supporting the creation and distribution of Canadian programming in the audio-visual sector, Broadcasting Notice of Consultation CRTC 2024-288, 15 November 2024 – procedural request

Dear Jeffrey Beatty,

Thank you for your letter dated 27 January 2025 and filed on behalf of the Deaf Wireless Canada Committee (DWCC) regarding The Path Forward - Defining “Canadian program” and supporting the creation and distribution of Canadian programming in the audio-visual sector, Broadcasting Notice of Consultation CRTC 2024-288, 15 November 2024 (NoC 2024-288).

In your letter, you requested an additional extension until 20 February 2025 in order to file a more comprehensive intervention on behalf of the DWCC. You stated that this would give the DWCC, a volunteer-based organization with limited resources, the time necessary to file the results of interviews with members of the Deaf community regarding questions set out in NoC 2024-288 and in The Path Forward – Working towards a sustainable Canadian broadcasting system, Broadcasting Notice of Consultation CRTC 2025-2, 9 January 2025 (NoC 2025-2).

This is your second request for an extension of time. The Commission acknowledges the effort made by the DWCC to submit an intervention in line with the extension until 27 January 2025 that the Commission granted to DWCC on 17 January 2025.

The Commission continues to recognize the exceptional nature of the DWCC’s circumstances and the importance of ascertaining the views of its stakeholders in this proceeding. The Commission acknowledges that the DWCC represents stakeholders with accessibility needs and that measures are necessary to gather views directly from these communities so that they may participate meaningfully in its proceedings.

The Commission further acknowledges that the DWCC’s additional intervention, which will present the results of interviews with its stakeholders, should consist of new evidence in support of its intervention already received. The DWCC may file a new submission by 24 February 2025. This extension aligns with the deadline to file interventions set in NoC 2025-2 and will allow the DWCC to complete its interviews and file relevant material on both proceedings. All parties to the proceeding launched by NoC 2024-288 will be able to consult the additional information to be filed by the DWCC and respond to that information at the hearing and in the final written submission phases of the proceeding.

The Commission reiterates that accommodation to participate in any stage of the proceeding can be facilitated upon request.
