Subject: 4th Request for Clarification - Undue Preference Accessible Media Inc. (2024-0146-2)

Staff has received your response to the third request for information. In order to further improve our understanding of your position regarding the undue preference request submitted by Accessible Media Inc. (AMI), we kindly ask that you provide us with the following information:

Three concrete examples of calculations that were used to determine the amount paid to Vidéotron by a transient account having access to AMI's services, specifying:
- The total monthly amount charged;
- The methodology used to determine this amount;
- If several factors have been considered to determine the total amount billed, please specify what these factors are and indicate the proportion that each represents in this amount?
- The total royalties paid to AMI in 2024, along with the details of the calculations made.
- The total royalties that would have been paid to AMI in 2024 if, instead of calculating them according to your methodology for the transient accounts, these royalties had been calculated according to your methodology for “Bulk subscribers” using the equivalence calculation used by Vidéotron. Please also provide the details of the calculations made.
The CRTC staff wishes to understand concretely and precisely how Vidéotron calculates the fees charged to a transient account. The goal is not to get a general overview of the factors considered, but rather specific indications that will help understand how Vidéotron invoices a transient account.
We ask that you file your responses to the questions before or by 28 March, 2025.
