Dear Wendy Noss, Gabriella Levkov, Jared S. Sher and Kema Joseph:

Thank you for your 4 June, 5 June and 6 June 2025 correspondences regarding The Path Forward — Defining “Canadian program” and supporting the creation and distribution of Canadian programming in the audio-visual sector, Broadcasting Notice of Consultation CRTC 2024-288, 15 November 2024 (the Notice).

Motion Picture Association – Canada, Prime Video & Amazon Music, and Roku, Inc. requested an extension from 12 June to 10 July 2025 to file responses to the requests for information (RFIs) they received on 29 May 2025, and from 23 June to 22 July 2025 to file final written submissions. The Canadian Association of Film Distributors and Exporters asked for an extension to file responses to RFIs but did not propose an alternative date.

In the Notice, the Commission indicated that efficiency, balance and fair participation are necessary for the implementation of policy determinations stemming from the proceeding initiated by the Notice. The Commission also specified that it did not intend to grant any requests for extensions of time to provide comments except in truly exceptional circumstances, where requests are supported by sufficient evidence.

The Commission considers that the existing timelines provide parties with a sufficient opportunity to prepare their respective responses and final written submissions, especially given that the bulk of the record of the proceeding has been publicly available since the close of the intervention period on 20 January 2025. Also, the current timelines are in line with those provided for recent similar proceedings. Finally, any extension of time would hinder the Commission’s ability to issue determinations expeditiously with respect to the issues raised in this proceeding.

As such, the Commission denies your requests for extensions.

Parties are encouraged to submit their most complete and substantive evidence and submissions within the timelines provided.
