Subject: Broadcasting Decision 2025-201 – Talent Fund condition for meeting CIPF eligibility

Julie Roy,

Thank you for your letter sent 6 October 2025 regarding the Talent Fund’s commitment to establishing a dedicated permanent allocation of funding to official language minority communities (OLMCs) producers and producers from diverse communities.

I acknowledge the receipt of the documents you filed in response to Broadcasting Decision CRTC 2025-201 (the Decision). I note your commitment to allocate 10 percent of its total contribution revenue to this permanent envelope and split evenly between OLMC producers and producers from diverse communities. In its letter sent on 3 September 2025, the Talent Funds confirmed its commitment to file its reports in accordance with the requirements set out in the Regulatory Policies 2016-343, 2024-121, and 2024-121-1.

Based on the commitments outlined in your letters, Commission staff is of the view that the Talent Fund has met the requirements set out in Broadcasting Decision 2025-201. Accordingly, the Fund will be added to the list of Certified Independent Production Funds eligible to receive contributions from audio-visual online undertakings pursuant to the broadcasting regulatory policy 2024-121. This eligibility is effective as of the date of this letter.
