Please find below a response from Commission staff regarding your recent procedural request, dated 8 December 2025, to provide a single .zip file of all interventions submitted for the Telecom and Broadcasting Notice of Consultation 2025-180 and to continue doing so for all CRTC consultations with 10 or more interventions.
The CRTC implemented enhancements to the public proceeding page in early June 2025 to improve accessibility and usability, including the ability to download .zip files of intervention and reply documents by intervener. These changes were designed to reduce burden by streamlining access to materials. As indicated in our 2 July 2025 correspondence, “the CRTC will continue to assess the feasibility of additional measures to further enhance the user experience such as facilitating access to all interventions and replies in a single batch. The CRTC is reviewing many of its business processes and working towards updating the legacy IT applications that support them. Enhancing public participation is a key driver underpinning this work.” This remains our commitment as we continue to review technical and operational considerations for future improvements.
While we share your objective of making access as simple as possible, as an administrative tribunal we must ensure that any new approach maintains the integrity and accuracy of the public record. Although .zip files are currently available on our website for other types of files, producing a single, consolidated .zip file containing all interventions, replies, final submissions, etc. while the record continues to be open, requires a solution that is automated and robust. This is because the intervention process is dynamic: submissions are added, updated, or withdrawn throughout the proceeding. For example, an intervention may be updated or withdrawn after it has been uploaded, meaning a previously generated .zip file could quickly become incomplete or contain outdated information. The implementation of a centralized document hub must be carefully designed to ensure accuracy, compliance with privacy obligations, and the integrity of the official record.
For these reasons, Commission staff is not currently in a position to implement your request; however, we will continue to examine its feasibility as part of our broader modernization efforts.
In the meantime, all submissions remain available through the Commission’s website in accordance with established procedures.
