Subject: Bravo Telecom – Part 1 application

Dear Zineb Arbaoui,

We are following up on the Part 1 application submitted by IT2IS Inc. doing business as Bravo Telecom (Bravo), dated 6 November 2024.

In the application, Bravo alleges that Bell Canada (Bell) is using low retail pricing, barriers to entry, and market consolidation to expand its market power to the detriment of competition for Internet services. To address this, Bravo has asked the Commission to take several actions, including:

  1. suspending retail regulatory forbearance in Quebec;
  2. conducting a thorough investigation into Bell’s alleged anti-competitive practices; and
  3. ordering Bell and its subsidiaries to immediately cease any anti-competitive or discriminatory practices.

The Commission recognizes the importance of the matters that have been raised and appreciates Bravo bringing them forward.

The Commission is working to ensure that Canadians benefit from reliable, affordable, and high-quality Internet services. To that end, as you know, the Commission published Telecom Regulatory Policy 2024-180 (TRP 2024-180), which renews the Commission’s approach to promoting competition and investment in Canadian Internet service markets. The Commission is currently considering review and vary applications of TRP 2024-180 and is working to finalize the rates that competitors pay for wholesale access. Bravo is participating in these processes.

Once finalized and implemented, the Commission will monitor the effectiveness of its approach to ensure that Canadians benefit from vigorous competition between Internet providers.

Given the above, the Commission will suspend consideration of Bravo’s application until the reviews of TRP 2024-180 are complete and any outstanding determinations have been implemented. The record of the proceeding will be closed for now.
