Subject: Request for Information – Industry Points of Contact for Thousand Block Pooling Implementation

In Telecom Regulatory Policy 2024-26, the Commission directed local exchange carriers (LECs) and wireless carriers (WSPs) to implement thousand block pooling (TBP) by 6 October 2025. To meet this requirement, LECs and WSPs must update their systems, networks, and processes, and conduct extensive testing to ensure TBP compliance.

TBP is critical to managing Canada’s remaining telephone number inventory efficiently, benefiting all Canadians who depend on reliable telecommunications services. To ensure a smooth and successful transition to TBP, all LECs and WSPs must take the necessary steps to meet the deadline. Incomplete TBP implementation could result in service disruptions, misrouted calls, potential loss of service to both TSPs and their customers.

To facilitate TBP implementation, the Canadian Steering Committee on Numbering (CSCN) is developing a detailed checklist (the TBP checklist) that will outline the necessary actions all LECs and WSPs must take in order to ensure an effective transition to TBP. 

Additionally, the Canadian Numbering Administration Consortium Inc. (CNAC) is in the process of establishing a TBP coordinator, whose primary role will be to collect and compile periodic TBP progress reports on LECs and WSP TBP implementation progress. 

Further details on the TBP checklist and reporting will be communicated at a later date.

As a first step, all LECs and WSPs are requested to provide Commission staff, by 31 March 2025, with the names, email addresses, and contact phone numbers of the regulatory and technical points of contact responsible for their organization’s transition to TBP such that staff can provide a consolidated contact list to the TBP coordinator.

Furthermore, Commission staff strongly recommends that designated regulatory and technical points of contact actively participate in ongoing CSCN meetings related to TBP. The CSCN meeting schedule can be obtained through the Canadian Numbering Administrator Consortium website or by contacting the CSCN Chairperson at Chair-CSCN@cnac.ca.

Procedure
